The Focus of 13th IEM Report (2011) is on:
Public investments in culture and communications

TThe study surveys public investments in cinema, live entertainment, publishing, radio, TV and broadband infrastructures, that is the amount the public administration spends on culture and communications. Two levels are been analysed: a “macro” one, using the tool of the Regional Public Accounts (RPA), and a “micro” one, examining each individual sector and the expenditure areas (and the regulations governing it).

In 2009 the amount was 2,972 billion euros with an average annual growth of only 0.4%. In 2011 it is expected to be less due to cuts in public spending at national level.

The aim of this work is to give public policies the transparency needed to identify and monitor public strategies (open data) and reflect about the logic that underpins the spending strategies, and thus open the way for a broader debate on public policies with regard to culture.
